Hinchey & Baines, PLC is a professional civil engineering company based in historic downtown Culpeper, Virginia.  Established in November of 2008, we are a new company but with deep roots and experience in Culpeper and surrounding counties.  Since the principals serve as our project managers, clients have direct contact with the owners of the company from project concept through final construction.  With over 33 years of experience in civil engineering and land development, we have built solid relationships with our clients and local government officials.  Our client base currently provides projects in the counties of Culpeper, Fauquier, Loudoun, Orange, Stafford, and Spotsylvania and in the towns of Culpeper, Orange, Warrenton and Remington.

Our range of experience allows us to provide a variety of civil engineering and land planning services to our clients.  Our knowledge and familiarity with the consulting community and regulatory agencies allows us to seamlessly team with other professional consultants, when needed, and expertly lead our clients through processes and procedures required for local, state and federal approvals.  Our goal is to provide quality service in a timely manner.
